Glossary
A short, opinionated dictionary of the German words you will run into most often as a newcomer. Definitions are practical rather than legal.
A
- Abmeldung
- De-registration of an address. The opposite of an Anmeldung; required when you leave Germany.
- Altbau
- An old apartment building (pre-WWII). Charming, high ceilings, often poorly insulated.
- Anmeldung
- Registering your address at the Bürgerbüro within two weeks of moving in. See Anmeldung.
- Anwohnerparkausweis
- Resident parking permit, issued by district. Lets you park on the street in your zone without feeding a meter.
- Aufenthaltstitel / Aufenthaltserlaubnis
- Residence permit. The card the Ausländerbehörde issues to non-EU residents.
- Ausländerbehörde
- The foreigners' office. In Düsseldorf, on Willi-Becker-Allee. See visas.
B
- BAMF
- Bundesamt für Migration und Flüchtlinge — the federal migration office. Runs the Integrationskurs.
- Beitragsservice
- The agency that collects the broadcasting fee from every household. See broadcasting fee.
- Bescheid
- An official decision letter (from a court, an authority, a tax office). Read promptly; many can be challenged only within a month.
- Bürgerbüro
- The citizens' office. The Anmeldung happens here.
- Bürgergeld
- The means-tested benefit that replaced Hartz IV. Covers basic needs and rent within local limits for people without other income.
D
- Deutschlandticket
- A flat-price monthly transport pass that covers all regional and local public transport in Germany. See transport.
- Dauerauftrag
- A standing bank transfer you instruct on a fixed schedule. Used for rent and recurring payments.
E
- EC-Karte (Girocard)
- The German bank debit card. Accepted almost everywhere domestically; not always accepted abroad.
- Einbürgerung
- Naturalisation. The legal process of becoming a German citizen. See citizenship.
- Elterngeld
- Parental allowance covering part of your income while you reduce work for a baby's first year.
- ELSTER
- The federal online tool for filing tax returns and other declarations to the Finanzamt.
F
- Familienkasse
- The office that pays Kindergeld, run by the Federal Employment Agency.
- Fiktionsbescheinigung
- The paper certificate the Ausländerbehörde issues if your old residence status is expiring before they can decide on a new application. Acts as legal proof of status during the gap.
- Finanzamt
- The local tax office. Düsseldorf has several, sorted by district.
- Führerschein
- Driving licence. See driving licence.
G
- Genossenschaft
- A housing cooperative. You buy a small share and rent at controlled prices. Long waits but worth applying early.
- Gesetzliche Krankenversicherung (GKV)
- Statutory health insurance. The default for most residents.
- Gewerbe
- A registered trade or business. Different from a freelance (Freiberufler) status; subject to trade tax.
- GEZ
- Old name for the Beitragsservice; still used colloquially. See above.
H
- Haftpflicht (Privathaftpflicht)
- Personal liability insurance. See insurance.
- Hauptmieter
- The primary tenant on a lease. If you are a sub-tenant (Untermieter), your contract is with them, not the landlord.
- Hausgeld
- The monthly fee a flat owner pays to the building's owners' association for shared costs.
- Hausverwaltung
- The property-management company. The first point of contact for repairs and most rental issues.
- Hausrat
- Contents insurance. See insurance.
I
- IBAN
- The 22-character international bank account number used for SEPA transfers within the eurozone.
- Identifikationsnummer / Steuer-ID
- An 11-digit lifetime tax identification number issued after your first Anmeldung.
- Integrationskurs
- A subsidised German course (A1–B1) plus orientation module, organised by the BAMF.
K
- Kaution
- Rental deposit. Maximum three months' Kaltmiete by law.
- Kindergeld
- A monthly state benefit per child, paid by the Familienkasse.
- Kirchensteuer
- Church tax (around 9 % of income tax) charged on members of certain religious communities. You leave the church at the Standesamt to stop paying it.
- Kita
- Daycare for children from infancy to school age.
- Krankschreibung
- A doctor's sick note. Required by most employers from the third day of illness, sometimes earlier.
- Kündigung
- Termination, of a contract or employment. Always sent in writing.
L
- Lastschrift / SEPA-Lastschrift
- A direct debit: you let a provider pull money from your account on agreed dates. You can reverse one within eight weeks no questions asked.
- Lohnsteuer
- Income tax withheld by your employer from your salary every month.
M
- Meldebescheinigung
- The stamped confirmation of your Anmeldung. Keep the original.
- Mieterverein / Mieterschutzbund
- Tenants' association. For a low yearly fee you get advice from a tenancy lawyer.
- Mietspiegel
- The local rent index, published by the city. Used to argue what a "fair" rent is for your flat.
- Mindestlohn
- The statutory minimum wage. Set by federal law; updated periodically.
- Mittlere Reife
- The school certificate at the end of year 10 (also called Realschulabschluss or Fachoberschulreife).
N
- Nebenkosten
- Running costs of a flat: heating, water, building maintenance and similar. Paid as a monthly estimate and reconciled once a year.
- Niederlassungserlaubnis
- Permanent residence permit. See citizenship.
P
- Personalausweis
- The German national ID card. Citizens are issued one from age 16. Holders can use the chip for digital identification.
- Pfand
- The bottle deposit. Reclaimed at supermarket return machines.
- PostIdent
- An identity check at a Deutsche Post branch, used when opening accounts.
R
- Rentenversicherung
- Statutory pension insurance. Contributions are deducted automatically from your salary.
- Rechtsschutz
- Legal-expenses insurance. See insurance.
- Rheinbahn
- The public transport operator in and around Düsseldorf.
- Rundfunkbeitrag
- The household broadcasting fee. See telecoms.
S
- SCHUFA
- Germany's main credit-scoring agency. Landlords, banks and mobile operators check it.
- Schwarzfahren
- Riding public transport without a valid ticket. Currently fined about €60.
- Sozialversicherungsausweis
- Your social-insurance card. Your employer needs the number to register you.
- Staffelmiete
- A rent that goes up by a fixed amount on a fixed schedule, agreed in advance in the contract.
- Standesamt
- The registry office: marriages, births, deaths, leaving the church.
- Steuerklasse
- Your income-tax class. See taxes.
U
- Ummeldung
- Anmeldung at a new address — technically a re-registration. Same form, same documents.
- Umweltzone
- The low-emission zone in the centre of Düsseldorf. Cars need a green sticker on the windscreen.
- Untermiete
- Subletting from a main tenant. Legal with the landlord's written agreement; risky without it.
V
- VHS — Volkshochschule
- The public adult-education centre. Affordable language courses, citizenship-test prep, hobby classes.
- VideoIdent
- An online identity check via video call, accepted by many banks and providers.
- VRR
- Verkehrsverbund Rhein-Ruhr — the regional fare network covering Düsseldorf and the Ruhr cities.
W
- Warmmiete
- Cold rent plus monthly running costs. The "all-in" rent you actually pay each month.
- WBS — Wohnberechtigungsschein
- Certificate of eligibility for publicly funded housing at controlled rents.
- Wohnungsgeberbestätigung
- The landlord's written confirmation that you have moved in. Required for the Anmeldung.
